The graphics tablet allows the user to draw in detail as like they where drawing on paper. This is suitable to create images as it allows the user to get as much detail into the image as possible. When the user is drawing the image will be shown on the the monitor each step they have done and automatically updating as they change. The graphics tablet tablet is powered by your computer, some are quite cheap in price it all depends on the brand. Some of them are quite light in weight and are compatible with most systems.

The digital camera allows the user to capture images in high quality. This would be suitable for capturing the image and some sort of manipulating it but you can't put your own touch on it. The digital camera has a good battery life depending on the brand some also need charged by the computer. Most good cameras have a good zoom so the user can capture images even when they are far away. Digital cameras are quite expensive if you want high quality images and depending on the brand of the camera.
The hardware that I think is the most suitable for creating and manipulating images is the graphics tablet as you can create the image they way you want to adding in detail that you wouldn't normally get. The graphics tablet allows you to also see what the picture will look like on the computer and be able to change it the way you want to.

The key tools of a Digital camera is that the camera is portable and can run of batteries or a charge. A Digital camera also allows you to view the photographs that you have taken and you can then decide to delete what photos you do not want to keep. Also some digital camera's allow you to edit photos for example you can crop out parts of the photographs you do not need or even increase the brightness and contrast.
Summary of Hardware
These two different types of hardware have their own limitations, for example the limitation of a digital camera may be the mega pixel and the portability whilst a scanners limitation may be the size of paper it can scan in. Overall these limitations aren't major and will not affect your work drastically, if they do you should simply upgrade your hardware.
